INTERNATIONAL 3-10 Envoy's Mission to Bosnia Ends With Scant Progress President Clinton's special envoy to Bosnia ended talks with Slobodan Milosevic, the president of Yugoslavia, without any breakthrough on shoring up the Dayton peace agreements. The envoy, Richard C. Holbrooke, said he was skeptical about a pledge made at the meeting that Radavan Karadzic, the former president of Serbian-controlled Bosnia, would be kept from wielding power behind the scenes. The United Nations tribunal at The Hague has indicted him for war crimes. Instead of dealing with threats to peace, Mr. Holbrooke spent the bulk of his time haggling over telephone area codes and the appointments of ambassadors. 1

Ross, President Clinton's special envoy to the Middle East, began his effort to restore what he called ''the security underpinnings'' of Israeli-Palestinian ties. He met separately for hours with Israel's Prime Minister, Benjamin Netanyahu, and Yasir Arafat, the Palestinian leader. The two sides expressed very different opinions about what Mr. Ross should be trying to achieve, and each again accused the other of acting in bad faith.
