GEORGE E. RUPP , the new president of Columbia University, came from Rice University, where he was president, and before that from Harvard, where he was dean of the School of Divinity. Both are laudable institutions, "but they have no journalism schools, so we thought it would be a good idea to show him what an important role a journalism school can play especially in New York, where the media is the culture," said JOAN KONNER , dean of Columbia's Graduate School of Journalism, the other day.

Editorial Notebook: Beyond Tokenism in the Newsroom; Some Notes On 'Muted Voices'

I'd assumed that newspapers were making real progress toward integration until I covered the New Hampshire primary last year. New Hampshire at primary time has more reporters per square foot than any other place on the planet. Yet in nearly a week of crisscrossing the state, I encountered only three black reporters, all of them writing for The Times. To be sure, other papers sent blacks to the campaign, but the numbers were underwhelming. This bodes ill for diversity in journalism. Political reporting is still the proving ground for the columnists, foreign correspondents, Washington bureau chiefs and managing editors of the future. Cut off from high-profile assignments, minority reporters will find themselves less likely to advance. The best will bolt the business. Fewer of them in the pipeline insures whiteness at the top for a long time to come.

First Lady Rebuts Health Plan Critic

Hillary Rodham Clinton told more than 200 lawmakers today that the Clinton health care plan did make budgetary sense even though it was challenged Sunday as a "fantasy" by the chairman of the Senate Finance Committee. A participant at the closed-door meeting with legislators of both parties said Mrs. Clinton told the group that major savings could practically be made in Medicare and Medicaid -- not by cutting spending but by slowing the rate of growth of both programs.

DIGITAL COMMUNICATIONS SHARES LEAP ON NEWS OF BID

Shares of Digital Communications Associates Inc. shares jumped 25.7 percent yesterday after the company said its board was considering a bid of $18.50 a share, or $188 million, for the Alpharetta, Ga., company. Digital Communications, a maker of products that enhance the working of personal computers, said it received a proposal after the close of business on Friday from affiliates of Welsh, Carson, Anderson & Stowe, a New York investment firm. Digital Communications' shares rose $3.50, to $17.125, on the New York Stock Exchange.

10 Promoted At Chase

The Chase Manhattan Corporation promoted 10 managers last week to executive vice president from senior vice president as part of its executive-suite succession plan. The banking company promoted in its three main divisions: global financial services, national consumer products and regional banking.

Williams Names New Chief

Joseph H. Williams will retire as chief executive of the Williams Companies on Jan. 1 and will give up the title of chairman in May, the company said today. Keith E. Bailey, the company's president, was named to succeed Mr. Williams.

TAMBRANDS BOARD DECIDES AGAINST SALE OF COMPANY

The board of Tambrands Inc., which had considered selling the tampon maker for several months, said yesterday that the company would remain independent. The board also decided to raise the Lake Success, L.I., company's quarterly dividend to 42 cents a share from 38 cents a share, marking the 42d consecutive year for a dividend increase. Some of the suitors for Tambrands reportedly included Gillette, Johnson & Johnson, Bristol-Myers Squibb and Kimberly-Clark.

GENESIS HEALTH TO BUY OPERATOR OF NURSING HOMES

Genesis Health Ventures Inc. agreed yesterday to buy Meridian Healthcare, a privately held nursing home operator, for $205 million. Genesis, a nursing home operator with 1992 revenues of $196 million, also agreed to lease seven nursing homes from Meridian, with an option to buy them for $59 million in 10 years. Meridian, based in Towson, Md., owns or manages 36 nursing homes with more than 5,400 beds in five states. Genesis, based in Kennett Square, Pa., plans to pay for the acquisition by issuing long-term debt. The purchase is expected to close in the fourth quarter, Genesis said.

DELTA SAYS IT IS NEAR A DEAL WITH NEW ZEALAND AIRLINE

Delta Air Lines Inc. said yesterday that it was pursuing a "strategic alliance" with Air New Zealand Ltd., which could bring Delta service to the South Pacific for the first time. Atlanta-based Delta, the third-largest air carrier in the United States, said an agreement with Air New Zealand was imminent.

Griffin Buys Hotel

The Griffin Group Inc., owned by the entertainer Merv Griffin, said last week that it had acquired the Hilton Hotel in Deerfield Beach-Boca Raton, Fla., from Prudential Realty Group for an undisclosed price. The 220-room hotel was built in 1986 for $23 million. The acquisition is part of the Griffin Group's long-term plan to diversify operations, said Tom Gallagher, president and chief executive.
