As President Clinton heads to Tokyo for the Group of Seven summit meeting and his first official visit to the country he describes as America's most important partner, nearly two-thirds of Japanese polled describe their country's relations with the United States as "unfriendly." The poll, conducted in both countries by The New York Times, CBS News and the Tokyo Broadcasting System, found Japanese feeling toward the United States to be more negative than at any time in the eight years the poll has been conducted.

British Aerospace P.L.C. and the General Electric Company of Britain, rival military contractors, said yesterday that they had talks that focused on "fuller collaboration" in recent months, but that they had ended with no merger. In a joint statement, the companies rebutted an article in The Sunday Times of London that reported they might join forces. G.E.C. is not related to the General Electric Company in the United States.

Advanced Micro Devices Inc. says a California appeals court has refused to reconsider restoring a ruling that gave the company permanent royalty-free rights to make clones of the Intel Corporation's 386-series computer chips. The company said over the weekend that it was not surprised by the court's refusal, announced late Friday, and said it would now appeal to the California Supreme Court. Advanced Micro Devices had petitioned the California Sixth District Court of Appeals to reconsider a June 4 decision that reversed an arbitrator's ruling giving the company the right to copy the Intel chips. Intel officials could not be reached for comment.

The Tandy Corporation said yesterday that it intended to sell its stake in two cellular telephone manufacturing facilities for $31.5 million. The sale of its 50 percent shares of the TMC Company and the TNC Company to the Nokia Corporation of South Korea, its partner in the ventures, is subject to the execution of a definitive agreement by the companies, Tandy said.

Prosecutors in Germany said yesterday that they had found papers belonging to the General Motors Corporation's German subsidiary, Adam Opel A.G., in the Wiesbaden apartments of at least two managers of a competitor, Volkswagen A.G. Volkmar Kallenbach, a spokesman for the prosecutors, said the VW managers, whom he would not identify, were previously employed by G.M. and were associates of Jose Ignacio Lopez de Arriortua, G.M.'s former purchasing chief who joined Volkswagen as its head of production and purchasing in March.
