President Clinton today presented his first six months in office as an aggressive and largely successful attempt to reinvigorate government, dismissing all assertions that he had been indecisive and portraying himself as a world leader penalized for making tough calls at home and abroad. "No President's budget has been taken seriously in this town for a dozen years," Mr. Clinton said. Movie studios and journalists are often like a warring married couple enduring a love-hate relationship: divorce is rare because each side needs the other to survive. Yet Columbia Studios, a movie heavyweight in this town, has served notice on The Los Angeles Times, the town's newspaper heavyweight, that it is "out of business" starting on Monday unless The Times bars a reporter from covering the studio. Columbia executives are angry because of what one of them calls "an utterly irresponsible and untrue account" published in the paper about "Last Action Hero," the studio's big action-adventure summer movie opening on Friday.
