LEAD: Federal antitrust regulators have cleared the investor Carl C. Icahn to acquire a bigger stake in the USX Corporation, the Pittsburgh-based steel company. In a filing with the Securities and Exchange Commission last month, Mr. Icahn disclosed that he owned nearly 34 million, or 13.26 percent, of USX's outstanding common shares and that he might acquire as much as 25 percent.

Mattel Sets Deal

LEAD: Mattel Inc., the toy maker, agreed to acquire Corgi Toys Ltd., a British maker of miniature model cars. Terms were not disclosed. It said the transaction is expected to be completed before the end of the year.
