LEAD: Worlds of Wonder Inc., the toy manufacturer based in Fremont, Calif., said it would lay off 211 of its 408 employees. The company also said it would not pay $3.4 million in interest due Dec. 1 on its convertible subordinated debentures but would include the debentures in any debt-restructuring plan.

LEAD: The First Interstate Bancorporation of Los Angeles said it was reducing slightly its bid for the Allied Bank of Texas. Rather than offering 0.12 of a share of its series B preferred stock for each Allied share, First Interstate will offer 0.1 of a share, thus cutting its cost by about $41 million.

LEAD: The Savin Corporation has announced a recapitalization plan under which it will offer to exchange all debt securities and a series of its convertible preferred stock for common stock. Savin, a maker of officer copiers, now has 41 million common shares outstanding and will seek shareholder approval to increase that to 400 million shares.
