Last minute shoppers at The Tiny Jewel Box, a Connecticut Avenue boutique, included a number of television reporters and technicians from ABC News, whose Washington office is a block away. Sander Vanocur, a correspondent for the network, entered the shop, spotted several of his colleagues, and in a stage whisper, made a joke about the head of ABC News. Mr. Vanocur asked the proprietor: ''Is the gold locket with the picture of Roone Arledge ready yet?''

PERMANENCE OF G.O.P.'S NEW STRENGTH IS DEBATED

The Republican Party gained public support throughout 1984 and is ending the year with about as many adherents as the Democrats, according to New York Times/CBS News Polls. Political professionals disagree, however, on whether the party's gains signal the beginning of a political realignment. Polls taken over the year showed an increase in the number of people who identified themselves as Republicans and a sharp drop in the number who called themselves Democrats, and now, according to the most recent Times/CBS Poll, the numbers are about equal. Moreover, a majority of young people now identify with or lean toward the Republican Party, and many more independents say they lean toward the Republicans than toward the Democrats. Last January a Times/CBS News Poll reported that when independents who leaned toward one party or the other were counted, 36 percent of those surveyed identified themselves as Republicans, 52 percent as Democrats and 12 percent as independents.

TUESDAY, DECEMBER 25, 1984 International Immurement rites in Moscow for the ashes of Defense Minister Dmitri F. Ustinov were marked by the absence of the Soviet leader, Konstantin U. Chernenko. It was not clear whether Mr. Chernenko had stayed away because of ill health or because of temperatures that dropped to just below zero Fahrenheit. Mr. Chernenko had looked pale and unsteady on a visit to the bier of the late Defense Minister. (Page 1, Column 6. ) Shimon Peres appears to be on top in Israeli politics 100 days after taking office as Prime Minister, having outmaneuvered his political rival and coalition partner, Yitzhak Shamir. He was recently greeted warmly in a town where he had often been scorned in the past, and in a public poll his popularity has risen sharply. (1:4.)

Indians Get Ruhle

Power Failure Ruled Out In 2 Hospital Deaths

A power failure at a public hospital did not cause the deaths Thursday of two cancer patients who were on life-support machines, the Cook County coronor said today. Dr. Robert Stein, the medical examiner, said, ''I will conclusively say this was not the cause of death'' for the two patients at Cook County Hospital.

ITALY BLAMES TERRORISTS FOR TRAIN BLAST

The police said today that they were convinced that an explosion aboard a train packed with holiday travelers was caused by a bomb planted by terrorists. At the same time, officials issued a revised casualty list in the explosion, which occurred Sunday night about 30 miles north of this northern Italian town. Initially, Italian news agencies reported that 25 people had been killed. But authorities later said 15 had died and 180 were injured.

RATE CUT SPURS 11.16 DOW RISE

The stock market celebrated Christmas a day early yesterday as prices advanced sharply, propelled by the Federal Reserve's cut in the discount rate late Friday. However, it was anything but a merry Christmas for investors in Phillips Petroleum, which plunged 9 5/8 points, to 45 1/4, and topped the most active list. An investor group announced late Sunday that it had agreed to end its attempt to acquire the company. Shares of other oil companies rose, however.
