Justice Dept report reveals that FBI agents knew about and apparently covered up involvement of FBI's chief paid informer Gary Thomas Rowe Jr in attacks an blacks, civil rights activists and newsmen in early '60s; department investigators found that Rowe was a leader in KKK beatings of Freedom Riders in '61 which set off 3 years of violent racial conflict in Birmingham; report also criticizes FBI failure to protect Freedom Riders after then-director J Edgar Hoover was notified in advance of planned attack; investigators found no conclusive evidence of Rowe's involvement in racial killings from '60 to '65, including murder of Viola Gregg Liuzzo; investigation began in '78 after NY Times reported that Birmingham police suspected Rowe was involved in '63 bombing of 16th Street Baptist Church in which 4 black girls died; Atty Gen Griffin Bell also ordered investigators to determine whether Rowe was involved in Liuzzo murder; investigators found no evidence in FBI files linking Rowe to church bombing or suggesting that bureau considered him a suspect; Rowe portrait (L)
