Uruguayan Govt on June 30 sends troops to break up gen strike called by National Workers Conf; conf says 400,000 workers are participating in strike which has left Montevideo with little food or fuel; police, marines and army units clear factories, banks, public offices and refineries that workers have been occupying; Govt also disbands labor coalition, confiscates its property and says it will submit all union leaders and members who participated in strike to criminal justice; coalition source says that orgn has emergency plans for such a situation and its leadership will function underground; strike was called to protest Pres Bordaberry's closing of Cong on June 27 after it had refused to impeach leftist Sen E Erro, whom mil accuses of having contacts with Tupamaro urban guerrillas
