Lebanese newspaper An Nahar editor and publisher G Tueni is imprisoned on Dec 5 for having published 'secret resolutions' of recent conf of Arab chiefs of state in Algeria; also imprisoned is one of Tueni's correspondents, W Ramadan, who covered conf; Lebanese Pres S Franjieh reptdly received protests from other Arab Govts over disclosure of resolutions; arrest order is attacked by most Lebanese newspapers and by leading Lebanese pol figures, such as former Pres C Chamoun; An Nahar editorial supports its coverage of conf; documents published by paper did not contain any major revelations beyond public statements at end of summit conf, in which Arab chiefs of state called for full Israeli withdrawal from occupied Arab territories and supported full recovery of Palestinian rights
