Public Broadcasting Service (PBS) will make 2 controversial proposals to its bd of dirs on Mar 6; 1 calls for appt of experienced journalist to coordinate public affairs programing on PBS; other calls for creation of 12-member advisory panel of journalists to evaluate service's programs and performance; these and other regulations on production and distribution of public-affairs programs are contained in rept that PBS pres H N Gunn Jr will submit to bd for approval at its meeting in Washington, DC; proposals, particularly 1 creating advisory panel to back up new public affairs coordinator, are already meeting with resistance from newsmen in public TV; proposal to strengthen journalistic arm of PBS is being put forward now because of internal disputes over public-affairs programing that have recently plagued medium and brought with them growing hostility from some members of Cong and Nixon Adm; several TV newsmen and producers, who say they have no objection to apptmt of newsman to coordinate medium's chaotic production activities, fear evaluation panel will jeopardize integrity and ind of coordinator and introduce 'journalistic rule' by com; B D Moyers and NET producer A Perlmutter oppose PBS coordination, but F W Friendly supports plan; leading candidate for coordinator's job is KERA (Dallas) news dir J C Lehrer; Lehrer comments
