Pres Nixon pledges to personally lead independently budgeted natl program to conquer cancer, news conf; expresses hope that Pres interest and guidance will hasten discovery of cure and pledges that necessary funds will be provided; Adm proposal, introduced by Sen Dominick, calls for establishment of expanded cancer research program within Natl Health Insts, tantamount to establishment of virtually ind cancer agency; cancer inst dir will become deputy dir of new program and cancer cure advisory com will be established absorbing Natl Cancer Advisory Council; com will consist of other appointees including Pres chief science adviser; similar bill was introduced earlier in yr by Sen Kennedy; Nixon says he cannot give timetable for conquest of cancer but cites breakthroughs in recent yrs; Natl Health Insts dir Dr Marston cites efforts in genetics and virus research linked to cancer; HEW Dept Sec Richardson says Adm's plan will absorb Natl Cancer Inst into cancer cure program within Natl Health Insts; urges close cooperation between cancer program and Natl Health Insts as 'collaborators'; some scientists have expressed concern over establishment of natl cancer authority because it would lead to dismemberment of Natl Health Insts; Nixon has already asked Cons to appropriate additional $100-million in addition to Natl Cancer Insts $232-million budget; HR, scheduled to vote on $100-million appropriation, fails to complete action on bill; leadership of anticancer effort now seen passing from Adm to Cong; several other proposals in addition to Kennedy's have been introduced in Cong and Sen (Kennedy) subcom will refrain from acting on Kennedy's bill to give Adm chance to testify on behalf of its own bill
