LEAD: The Western Union Corporation disclosed that the Securities and Exchange Commission had begun a formal investigation into whether the company issued false financial statements from April 1986 through March 1989. Western Union said that the S.E.C. was examining whether Western Union said that it believes its financial statements ''were accurate in all material respects'' and that it would cooperate fully.
