LEAD: East Germany's state-owned Minol oil company almost tripled gasoline sales in the first four months of 1990, reflecting a rise in car ownership in East Germany. The head of Minol's retail division, Leonhard Kneler, told the state news agency last week that at least 100 new gasoline stations a year would be needed to meet demand from East German drivers and the greatly increased number of West German cars visiting the East.
